What is a IRS Tax Non-Filer?

Individuals and organizations that have not filed tax returns for one or more years are called non-filers by the Internal Revenue Service. There are extensive penalties for the failure to file (25%) and the failure to pay (25%) tax returns. Plus, interest continues to run. These are Civil penalties. Nevertheless, if returns have not been filed for 3 or more years, there is a presumption of an intent not to file.  Criminal Tax Charges can be filed!
